Kabul Jirga was a complete failure

People are calling Jirga , a stepping stone towards peace and stability.
In my opinion, the Jirga was a complete failure. Will they be able to destroy the sanctuaries of terrorists?
People who attended the Jirga are not in a position to fight the militants. Taliabsn virtually control those areas. In some areas ,they are dispensing justice and settling administrative rows.
According to Lt Col., David Hammand , a trainer of the Afghan National Army in Helmind. He said :
“A Taliban fighter gets $800 US per day. While an Afghan Police and Army man get $4 a day."
Do you think they will sacrifice their lives for 4 dollars ?
