Do Al-Qaeda training camps pose threat to US security?

U.S. terrorism experts say Al-Qaeda training camps poses threat to the security of the United States. I think these training camps do not pose threat to Pakistan. These camps were allowed to function after the pull out of the Soviet forces from Afghanistan. Most of these camps were developed with the assistance of CIA and western intelligence agencies.
How can these militants pose threat to US?
They cannot come to the US unless American Immigrant officials grant them Visa.
